1. Legal Obligations Under the Gas Safety Regulations 1998

If you let a residential property in Scotland, you have a strict legal duty under the Gas Safety (Installation and Use) Regulations 1998 to ensure all gas appliances, pipework, and flues provided for tenant use are maintained in a safe condition.

Landlords must arrange an annual gas safety inspection by an engineer listed on the official Gas Safe Register. The resulting document—officially the Landlord Gas Safety Record, commonly known as a CP12—must be renewed every 12 months.

2. What Does a Certified CP12 Inspection Cover?

During an annual inspection across Glasgow rental properties, a Gas Safe engineer checks:

• Appliance Operating Pressure & Heat Input: Verifying the boiler burns gas at the manufacturer-specified rate.
• Flue Flow & Combustion Analysis: Using calibrated electronic analyzers to measure carbon monoxide (CO) and carbon dioxide (CO2) ratios.
• Safety Devices: Testing flame failure devices and pressure relief valves.
• Gas Tightness Test: Testing the entire gas supply pipework from the meter to appliances for leaks.
• Adequate Ventilation: Ensuring air vents and flue clearances comply with BS 5440 standards.

3. The Tolerable Standard & Interlinked Alarms in Scotland

Under the Housing (Scotland) Act, Scottish homes must comply with the Tolerable Standard. In rental properties with gas appliances:

• A carbon monoxide (CO) detector must be fitted in every room containing a carbon-fuelled appliance (including boilers and fires).
• CO detectors must comply with British Standard EN 50291-1 and be fitted between 1m and 3m from the appliance.
